New Administrative Office Building
The mission of the Housing Authority of San Luis Obispo is to creatively and diligently assist the
community’s lower income citizens in securing and maintaining long-term housing. For the staff
of the Housing Authority to succeed at this mission, a highly productive environment is needed to
support their daily operations. The work of the Housing Authority, since its inception in 1968, has
been nothing less than exceptional. The vital and needed work that this organization has produced
with limited resources is truly inspirational. A more supportive and productive “home” for the Housing Authority
to conduct its continued work and dedication to the community will surely take their
mission to a whole new level and provide the fulfillment of this communities need for housing long
into the future.
The conceptual design being proposed offers the staff of the Housing Authority a vibrant office workplace to meet the demands of their challenging jobs. The proposed concept design allows for ample storage and expansion opportunities. It seems logical to assume that the increase in productivity will no doubt expand the scope of the work of this organization. Flexibility andchange are key influences on the design features of the two story office environment proposed. The design allows for all departments of the organization to reside under the same roof with efficiency and unity. An outdoor activity area has been included in the design to provide the HA staff with areas to meet less formally with clients, enjoy staff gatherings or barbeques. Bicycle commuter amenities like a commuter changing room and shower have also been provided in the program. The office location is also very near to the main Broad Street transportation corridor which will serve staff and clients alike.
The basic concept for the Housing Authority Administration Office is to create a signature and defining building in a cost effective and innovative manner. The building design has been styled to reflect the vernacular of the existing Broad Street Corridor neighborhood consisting of light industrial, commercial and multifamily residential mixed contexts. Further, the design is consistent with the goals and future aims of the South Broad Street Corridor Plan. The Victoria Avenue exterior facade is finished and detailed to emulate the existing light industrial look already established on the street while the Humbert Avenue facade is open and more contemporary in form. The entrance to the building is directed inward to the neighborhood with a friendly “front porch” entry. The intention of the front porch design is to create a sense of neighborhood engagement at a human scale. The front porch area at the entrance of the building creates an opportunity for socializing, landscaping and respite.
